Well I still cannot figure out, even with following the directions, how to link my paypal and netspend. I thought I had it but came back invalid, since I left out the first 4 numbers they give. but when I try doing it with all the numbers they give I get tolds that that bank cannot be used. So I am not sure what to do now.
Hopefully Quicktender will just get straightened out and I can just continue with them. Or with the gambling being fought now maybe Neteller will be available again sooner rather than later to us americans.

Dear all,
Please read the following new topic in our Contests forum about how to submit your future payment information:-
SUBMIT YOUR PAYMENT INFO TOPIC
Please note that we are no longer able to process QuickTender transfers, and so are going to try our best to provide other alternatives - mainly for now these will be Paypal and Moneybookers (in addition to existing methods Neteller and EcoCard).
Please note that we are TRYING this out - and as such it may take a little while to get everything set up such that funds can be paid from the different methods.
In particular, MoneyBookers will be fine from next month (June) , but due to current funding restrictions (because we haven't used it much yet), it won't be possible to send any money during May.
I hope you will all consider your options for payment and submit these via the Payment Information Change request page (see the topic above for a link to that).
Best regards and Happy Gaming Always,
Geno/CC

Geno I was just wondering why we could not use netspend? I was just reading and you do not have to be in the USA to get a netspend account. This is on their FAQ's page:
What do I need to get a Prepaid All-Access Visa Card? What are the requirements? What if I'm not a U.S. citizen?
Getting the All-Access Visa Card is easy. Go to one of our distributors, where we will verify your name, address, telephone number and collect the one-time fulfillment fee. There is no credit check or application. You are already accepted! Due to newly adopted government regulations, all customers are also required to provide their date of birth and one form of government ID to activate a NetSpend Card. All U.S. citizens must provide their Social Security Number as the form of government ID. Non-U.S. citizens can provide an alternative form of ID, such as a Driver's License, Passport, Alien Registration, etc.
For non-U.S citizens we accept a valid form of foreign government ID, including but not limited to a passport, Matricula Consular, or voter registration card. A copy of this ID must be faxed to our New Accounts department at NetSpend Corporation. The account will remain conditionally approved for 30 days from the date of purchase so as to allow the customer sufficient time to send in any necessary documentation. After 30 days, the account will sustain a block until the ID is received by our New Accounts department. Please print out the form below (or download and print this PDF), fill out and fax to 866-358-0526.
So I just wondered if this may end up ebing an option. It is very cheap to add funds and transfer funds. Thank you

Well I just got off the phone with netspend. paypal is no longer accepting transfers to or from netspend. That is why it has not been letting me link them. I love my netspend visa card and use it at Everygame alllll the time. You just use it like a regular credit card. It cost me $4.50 to load money onto it using western union. That is a set fee and does not go by the amount you are loading.
I have linked my moneybookers with my netspend but.... it takes forever to transfer the money over. I do still wonder if netspend will be a possible option. It says that they accept non-USA customers. and here is there fee chart.
Pay-As-You-Go Customers
Signature Purchase Convenience Fee $1.00
PIN Purchase Convenience Fee $2.00
Card Fulfillment (Shipping & Handling) $9.95
Fee Advantage Customers
Monthly Service Fee $9.95, billed on accountholder's cycle date
Signature Purchase Convenience Fee FREE
PIN Purchase Convenience Fee FREE
Card Fulfillment (Shipping & Handling) $9.95
Other Fees
Adding or withdrawing funds to your account at local distributors Convenience fee determined by distributor
Non-Monetary Transactions -- Via Internet FREE
Non-Monetary Transactions -- Via Toll Free Number Up to $0.50
Non-Monetary Transactions -- at ATM Up to $0.50
Account Maintenance (waived if account has debit or credit transaction and/or balance inquiry within 90 days) $5.95 per month
Check or Additional Statement Mailing Fee $5.95
Domestic ATM Cash Withdrawal / Cash Withdrawal at Distributor Up to $2.00 per withdrawal, plus ATM owner fees, if any
International ATM Cash Withdrawal $4.95 per withdrawal plus ATM owner fees, if any
Lost or Stolen Card Replacement Fee Up to $9.95
I never had to pay any shipping for my card, so far besides the fee of loading at the store, my card has been free. It looks like transfers between members is free. Thank you

Sable, I am wondering where you got this information from hun? I have made two successful transfers from Paypal to my netspend Visa in the last 30 days. *Took less than 48 hours & it was on a weekend both times* I'm not sure if Paypal "KNOWS" that it's a transfer to Netspend/CC or not?? Because it actually tells you to set it up as a bank account/electronic transfer.
BUT, I just followed the instructions on the homepage of Netspend and haven't had any problems((Yet anyways))
Login to Netspend. Click On Load/Manage Money. Free Paypal transfers.
Follow their instructions exactly. Then for "validation" it takes about 3-5 days because Paypal actually does 2-deposits onto your netspend card. When you see those two deposits, you go back to Paypal and enter the amounts, that's it. I don't know why Netspend would list this if Paypal is not allowing it..... Hope it works out for you hun... xxxx~Patty

Yes indeed that does work Josie and thank you. Its been just a little over a week since I transferred funds from paypal to netspend, I'll try it again and let you know.
Sable I am only charged $2.00 for reloading my card for any amount. Its at a check cashing place that's on about every corner here. You might want to see if you have other options in your area. (every little bit helps right? lol
As of last month, Geno was still not able to receive a netspend/all access card because of being in Europe. I will have him check again to see if this option is now open for him and of course Netspend is still an option like we did back in the beginning of the year I believe.
It sure would be nice if the government would give up on making our lives miserable huh? grrrrr lol

Actually ok, I've found it but well, I have no idea how I would be able to fund it - I don't live in the USA and if you are right about Paypal not being able to fund - it would mean I have no way either I would think..
Of course I'm willing to try but well, at the moment I'm feeling that Paypal and MoneyBookers, although not ideal are a pretty good option.
Hopefully (and I did read some encouraging news recently about a bill that Frank/Paul are putting in to get rid of the UIGEA - there's a lot more to it than that and I hope to be able to publish a copy of it or link to it in the recent CAP magazine I received (CasinoAffiliatePrograms.Com) - they should have it available online soon. Don't get your hopes up too quick though - I'm sure it will take a lot longer to take out than it took to put in.
If I get chance later today, I'll try and scan it and post it ..
Cheers,
Geno
