Dendera Free $5.00 Chip

I made the playthrough on the $5.00 free chip, and tried to withdraw $25.00. It said I was below the minimum, but it says the max that can be withdrawn on this chip is $25.00. Does anyone know what this means? Has anyone been through this before? Not chompin at the bit for the money, just wonderin. Thanks!
