DB when this casino first came out, the very first day, I had the same problem and of course it wasn't because of a previous account lol. Anyway I called the casino and they set my account up for me over the phone.
You might want to give that a try.

It usually shows if u have completed the play through requirements. Ive not cashed in from this site but i did from another in the group from a free chip. I had to provide proof of id then it was processed successfully. Happy gameing
